General Conference InformationWelcome to IFLA 2004 in Buenos Aires! For the first time in South America!Theme "Libraries: Tools for Education and Development" Information and knowledge are fundamental for Education and Development as well as essential requirements to improve the quality of life for people living in regions where the population has not reached a high level of economic and social development. In Latin America this demand for information requires that libraries accompany the educational process of all individuals by cooperating as mainstays of the education system and paving the way for knowledge, culture and social development. Time and Place/Conference Venue The World Library and Information Congress 2004 will be held at the Hilton Hotel and Convention Centre in Buenos Aires between August 22 and 27, 2004. The Hilton Hotel is located in the heart of Puerto Madero, a stylish, refurbished area which is just a few minutes away from the financial district and offering easy access to both the Domestic and International Airports. The Hilton Hotel is surrounded by restaurants, some specializing in Argentine beef, cafés and shows. The contemporary design includes a 7-floor atrium crowned by a 700 m2 glass roof, above which are 2 floors housing executive accommodation. The hotel offers state-of-the-art technological equipment. Some of the conference sessions will be held at the Sheraton Retiro Hotel, which is located nearby. Shuttle buses will be provided. Where are the Hilton Hotel and the Sheraton Hotel? The location of the Hilton Hotel, the Sheraton Hotel and the closest reference points, such as Puerto Madero, Plaza de Mayo and Retiro are marked on the small map. There are several bus lines that stop a few meters away from both hotels. Invitation Welcome address by Argentine President Néstor Kirchner As President of Argentina, I cordially welcome all participants to the World Library and Information Congress. 70th IFLA General Conference and Council, Buenos Aires 2004. I am pleased that for the first time an IFLA Conference takes place in South America, especially in the city of Buenos Aires, our capital. The recognition to all librarians and information experts - who carry out a most important role in the preservation and diffusion of knowledge - shall be highlighted. They contribute to create links that bring together people from all cultures and their task is priceless. I deeply hope this Conference turns into a useful and productive encounter and wish you all a pleasant stay in Buenos Aires. Néstor Kirchner Welcome address by the President of the National Organising Committee The National Organising Committee and the Argentine Graduate Librarians Association (ABGRA) are pleased to welcome you to the World Library and Information Congress. 70th IFLA General Conference and Council, Buenos Aires 2004. This meeting will be an excellent opportunity to reflect on, discuss and exchange experiences and knowledge with colleagues from all over the world. This unique chance will allow us to give momentum to libraries in Latin America and materialize our cooperation projects, through the invaluable presence of IFLA during the 70th General Conference in Buenos Aires. We trust this professional experience will be a major step towards re-evaluating the role of "Libraries as tools for education and development" within our region. We sincerely hope you will be able to see Buenos Aires, a cosmopolitan, modern city with a short but rich history dating back 400 years, which has a wide variety of artistic and cultural expressions to offer, amongst which one of the most outstanding are the Tango shows. Mrs. Ana María Peruchena Zimmermann Calls for Conference Papers The content of the IFLA Conference Programme is organised by different professional groups (Sections and Core Activities). All papers should be submitted directly through one of these groups. Please note, however, that each group has its own mechanisms of calls for papers, deadlines, refereeing and selection. Once a paper has been accepted, authors will receive an official invitation to the Conference upon request. However, travel expenses to Buenos Aires and all other expenses (including registration fees and accommodation) cannot be paid by IFLA but will remain the responsibility of the speaker. Asia and Oceania Section Education and Training & Continuing Professional Development and Workplace Learning Genealogy and Local History Section Government Information and Official Publications Section Government Libraries Section Library History Section Library and Information Science Journals Management and Marketing Section, Satellite meeting / post-conference Reading Section Reference Work Section Women's Issues Section Poster Sessions Poster Sessions: Tuesday, August 24 and Wednesday, August 25 2004 The presenters of the Posters will be with their posters on Tuesday and Wednesday, from 12.00 to 14.00 to give an explanation on their poster. Call for Poster Sessions: Poster Session is an alternative approach for the presentation of projects/new work will be available for conference participants. An area on the conference premises has been designated for the presentation of information regarding projects or activities of interest to librarians. Presentations may include posters, leaflets (etc.) in several of the IFLA working languages (English, French, Spanish, German and Russian), if possible. Further advice on poster sessions may be obtained from IFLA Headquarters. The Professional Committee of IFLA will review all submissions. Colleagues interested in presenting a poster session are invited to complete the form below and to send it with a brief description of not more than 200 words of the session (in English, French, Spanish, German or Russian). TIME SCHEDULE: Satellite Meetings Satellite meetings will be held prior to the Conference. Two meetings have been approved for this Conference:
Simultaneous Interpretation There will be simultaneous interpretation available in six languages: German, Spanish, French, English, Portuguese and Russian. This service will be provided during the Opening and Closing Sessions and some other sessions that will be marked "SI" (Simultaneous Interpretation) in the Programme. This year, more than in other years, there have been many requests for Simultaneous Interpretation during the conference sessions. This means that it is, unfortunately, not possible to accommodate all Sessions with this service. We have tried to make the best selection and spread. In the conference programme the code "SI" marks those sessions that do have this service. Alex Byrne, President-Elect of IFLA, commented on this problem earlier and stated that it was really important to have Spanish Speakers at this conference, even though not all sessions could have interpretation. It would then be of the utmost importance for the Sections to make sure that translations of the papers would be available so that non-spanish speaking delegates could also benefit from the sessions. We can assure you that all the Sections are trying their best to get translations made, so please make sure that you go to the Paper Printing Centre to print off a copy of the papers of the sessions you are going to attend that do not have the Interpretation service.
