1. Scope Statement
The Section on Cataloguing analyzes the functions of cataloguing activities for all types of material and media, including both bibliographic and authority information, for the benefit of all users. The Section proposes and develops cataloguing rules, guidelines ans standards for bibliographic information taking into account the developing electronic and networked environment in order to promote universal acces to and exchange of bibliographic and authority information. The Section has close relationships with many organizations and institutions including national cataloguing and standardization committees, various multinational organizations, various committees of ISO, especially with TC46, with the Sections on Bibliography, Classification and Indexing, and Information Technology, and in particular with the UBCIM programme office of IFLA.

The chair : Ingrid Parent from National Library of Canada has been reelected for a new two-year period.
The Secretary has changed : Susanne Jouguelet, Bibliothèque nationale de France, has been replaced by Maria Witt, Médiathèque de la Cité des Sciences et de l'Industrie, France.
Information coordinator : Kerstin Dahl, Lund University Library, Sweden.
4. Progress report on major projects of the Section
4.1. Study on Functional requirements for bibliographic records
The final report presented at the Section's open session during the IFLA Conference at Copenhahen and approved by the Standing Committee on Cataloguing was published in January 1998. (Ref. 1)
Follow-up steps include examining the impact on
- National bibliographic agencies, individual libraries, cataloguing codes and guidelines,
- ISBD's as a whole
- Authority control, which is not in covered the report, should be considered (also note the work of the MLAR group) (Minimal Level Authority Record). There will be a presentation on this topic during this conference Section on Cataloguing Open Session Wednesday.
4.2. Anonymous classics
- Phase One consisting in the revision of the 1978 edition is in progress.
- Phase Two, for Latin America-Asia has begun.
4.3. International Conference on National Bibliographic Services
It will take place in Copenhagen in November 1998 (25 to 27). This invitational conference will gather 150 participants.
The aim is to review and update the Paris recommendations from 1977 considering the new developments. Besides the Keynote speaker's paper (Marcelles Beaudiquez) there will be papers about coverage, data requirements (Olivia Madison), distribution and exchange, partnership...
The Cataloguing section is invited to submit a paper about our interests in the field. Preprints will be distributed before the conference.
4.4. Form and Structure of Corporate Headings
A new working group was established in Istanbul (1995). Ten subjects were defined for potential revision in Beijing.
This project was discussed last year in Copenhagen and the work is proceeding ; there may be a need for a consultant to finalize the revision.
4.5. GARE - Guidelines for authority and reference entries
The objective of this group is to revise the existing guidelines : it should lead to a single comprehensive and flexible document, giving examples (covering all materials, music, electronic resources, legal works...).Two specific issues will be treated : legal materials (treaties, laws) and seriality.
This group works closely with MLAR group.
4.6. Guidelines for OPAC display .
This new project started in 1977. The final report is planned for the Bangkok Conference in 1999.The goal is to recommend guidelines for good practice for OPACS display and retrieval.Other IFLA sections are involved (Bibliography, Classification, Information Technology).
A consultant has been asked to help the group to point out some problems.
4.7. ISBD (S) revision
As the revision of ISBD(S) was needed, the group was established in 1997.
Its work takes into account electronic serials, metadata and the notion of seriality itself.
The task is planned for two years in close cooperation with the Section on serials and with the ISSN International Centre.
5. Publications -
5.1. SCATNews. (Ref.2)
is the title of the Section's newsletter, published twice a year, in print and electronic form (on the IFLANET web site). Last issue available : n° 9 (February 1998).
5.2. Functional requirements for bibliographic records : the final report
was published by K.G. Saur last January (UBCIM new series, vol. 19) (Ref. 1)
5.3. ISBD(ER) : International Standard Bibliographic Description for Electronic Resources
as the revision of ISBD(CF) was published by K.G Saur in August 1997 (UBCIM new series, vol.17). (Ref. 3).

5.4. International Cataloguing and Bibliographic Control (ICBC) (Ref. 4)
Members of the Standing Committee publish regularly in the quarterly ICBC. The workshop's and open sessions papers are often published there.
Recent subjects - "Workshop on retrospective conversion : IFLA Conference, Beijing, 29 August 1996" (ICBC 1997, vol.26, n° 4) ; "The commencement and advancement of China's Cataloging in publication" (ICBC 1997, vol.26, n° 3).
6. Conference programme
Translations
Several members of the Cataloguing Committee translated the papers presented at the Section's open programme and at the workshops on this conference into IFLA official languages (French, German, Russian, Spanish).

6.1. Section on Cataloguing's Open Programme : Wednesday, August 19 th (meeting n° 126)
Theme : "Library catalogues : responding to user needs"
The following topics will be presented :
- The Anglo-American cataloguing rules and their future, by Ralph Manning from National Library of Canada ;
- Cataloguing vs. metedata : old wine in new bottles ? by Stefan Gradmann from PICA ;
- User benefits of a change to the bib-model : follow-up of the IFLA Functional requirements for bibliographic records, by Dan Matei from CIMEC Institute for Cultural Memory (Romania)
- Accès en ligne du public et gestion des ressources documentaires, un rôle nouveau pour les fichiers d'autorités des agences bibliographiques nationales dans les catalogues locaux : l'expérience de la Bibliothèque publique de Fresnes (Authority records as a reference tool for the end- user) by Thierry Giappiconi from Fresnes Public Library (Bibliothèque municipale de Fresnes, France).
6.2. Workshop on ISBD(ER) - Sunday, August 16th (meeting n° 74)
Several points will be discussed : the ISBD(CF) revision project, the features of ISBD(ER), international responses to adopting and implementing this standard, case studies, UNIMARC for ER and special topics like : problems related to SMDs, to EAD, implications of the Functional requirements for ISBD(ER), provisions for CD-ROMs.
6.3. We can also mention the workshop of the UBCIM core programme which will be held on Thursday 20th August (meeting n° 161)
The aim of the workshop is to present information about current developments and to open a debate on future cooperation, requirements and strategies. It is divided in four chapters :
- presentation of UNIMARC on the web,
- UNIMARC for Authorities,
- UNIMARC applications and user experiences,
- UNIMARC mappings - metadata, Dublin Core.
As you can realize, the Section has many projects. To establish the priorities and the planning is not an easy task. If you have any suggestions concerning our section or projects, please get in touch :
