We chose Beijing as a place for the conference because Beijing is a city with long history and splendid cultural heritage. In this beautiful city librarians from all over the world can take the opportunity to enjoy the heritage. THE CHALLENGE OF CHANGE: LIBRARIES AND ECONOMIC DEVELOPMENT
Moving towards the end of the century, the social functions performed by libraries are evolving towards new and expanded roles; information is valued as an economic resource and new technologies have made it instantly and globally available. China has therefore chosen the theme mentioned above for the 62nd IFLA General Conference in Beijing in 1996.

Acquisition and Collection Development addresses the topic, "The Changing Economics of Acquisitions", Papers will deal with: 1) the economics of digital collections; 2) developments in the supply of printed materials; and 3) acquisitions and collection building in the develping world.
Art Libraries will have as its theme, "Chinese Libraries and Collections within and outside China".
Audiovisual and Multimedia's theme, "AV and Multimedia in Libraries from a Chinese and an International Point of View" will present: 1) a survey of AV services in public libraries in China; 2) a survey of international projects where AV is involved; and 3) heritage collections in cooperation between public and national libraries.
Bibliography's theme is "Authority Control".
Biological and Medical Sciences Libraries has as theme, "East Meets West in Medical Librarianship". There will be presentations from four Chinese librarians, and librarians from Canada and the USA.
Cataloguing has as theme, "Cooperative Cataloguing Profjects: Economic Benefits through Resource Sharing". Coopoerative programmes in China, Europe and the United States will be described.
Children's Libraries' theme, "Children's Libraries in China and Reading Demands of Chinese Children" will be covered by two papers: 1) The current status and prospects of children's libraries in China: and 2) The characteristics of children's reading.
Classification and Indexing will have speakers from China and Germany speaking on 1) Decomposing Dewey Classification numbers: 2) National problems and international cooperation in classification; and 3) Modern calssification systems and thesauri in China.
Conservation will meet under the theme, "Preserving the Documentary Heritage of Asia and the Pacific Regions: Approaches from East and West", with speakers from China, the UK, Japan and Thailand.
Document Delivery and Interlending has as theme, "Copyright Questions in Document Delivery and Interlending" with speakers from North America, Russia, and Southeast Asia.
Information Technology's theme, "Digital Libraries, Technologies and Organizational Impacts". There will be speakers from France, Japan and Canada speaking on: 1) La BNF, une nouvelle Bibliotheque, un nouveau Système d Information by Serge Salomon, Directeur-adjoint de l'Information et des Nouvelles Technologies de la Bibliotheque nationale de France. 2) A Pilot Electronic Library Project by Mr. Kenji Uetsuki, Assistant Chief of the Planning Division, The National Diet Library, Japan and 3) Myths and Challenges for Digital Library Development by Mr. Terry Kuny, Global Village Research, IFLANET Administration, Canada.
Geography and Map Libraries will meet under the theme, "Map Libraries in Economic Development" with speakers from Australia and China.
Government Information and Official Publications has as theme, "Access to Human Rights Documentation".
Libraries for the Blind will hold its open session on "National Strategies for Library Services for Blind and Visually Impaired Persons", with speakers from Japan, Denmark, Canada, Malaysia and China.
Libraries Serving Disadvantaged Persons will have as its theme, "The Challenge of Change: Reading Promotion to Special Groups". Four papers dealing with prison libraries, hospital libraries, talking books and easy to read publications will be presented.
Library Buildings and Equipment has as its theme, "Library Buildings in China", with papers on modern architecture in China; the National Library of China, and the public library of Shanghai.
Library History's theme, "The History of Libraries and Librarianship in the Far East During the 20th Century", will have papers on 1) the history and nature of librarianship in South Korea from 1945 to 1972; 2) the development of public library service in Japan since the 1960s; and 3) the destruction of Chinese national treasures during the 1900 siege of Beijing.
Library Theory and Research will have speakers from China, Japan and the United States addressing the following topics: bibliometric studies on library and information research in China; the current state of research on digital libraries in Japan; and research as a basis for the development of standards for libraries.
Management's theme is "Financing Library Services: Changing Approaches", with speakers from China on value-added services; from Sweden on contracting out in public libraries; from the USA on finding new sources of financial aid for libraries, and on contracting out government library and information services in the USA.
Management of Library Associations will meet under the theme, "Developing the Work of an Association". The meeting will have the form of a clinic with two short speeches, and a discussion.
Newspapers will address the topic, "Asian Newspapers".
Parliamentary Libraries has as its theme, "Regional and Global Cooperation among Parliamentary Libraries: A Ten-Year Vision". There will be four presentations on the following topics: copyright versus open access to information; bringing the electronic library to parliament; and navigating the information superhighway.
Public Libraries will meet under the theme, "Public Libraries and Economic Change" and will have three speakers: one from China speaking on the establishment and development of the contemporary three-grade network of Shanghai public libraries; one from Singapore speaking on the Singapore Library 2000 Report; and one from the Netherlands on libraries and economic development.
Rare Books and Manuscripts will address "Collection and Access for Asian Rare Books and Manuscripts". Present plans foresee two Chinese speakers talking about different aspects of rare books work in China, a Japanese speaker to describe the scene in Japan, and a representative from the Chinese Rare Books Project of the Research Libraries Group, who will describe the progress of this American-based initiative.
School Libraries has as its theme, "Cooperation and Planning with Teachers". In addition to the speaker from China covering China's primary and secondary school libraries and their history, status quo and future developments, three speakers will be identified.
Science and Technology Libraries will address the topic, "Management of Science and Technology Journals in a Time of Change".
Social Science Libraries will have speakers addressing the topic, "The Impact of New Technology on Social Science Libraries".
Statistics theme, "The Use of Statistics for Managing Libraries" will be addressed by four speakers from China. The Section on Statistics is also organizing a browsing session.
User Education will have its open programme session under the theme, "Information Literacy".
University Libraries and other General Research Libraries has as theme, "Copyright and Fair Use in the Electronic Information Age: Implications for Academic libraries".
Women's Issues has as its theme: "The Emerging Power of Women: Traditional and Professional Roles".

During the 62nd IFLA General Conference, 25-31 August 1996, workshops are scheduled for Thursday, 29 August. Participants will be limited, with most workshops limited to a maximum of 50 per workshop on a first come, first served basis. During the conference an exhibition, due to open from August 25-30, 1996 at Beijing International Convention Center, of 4,500 square metres allows enough space for 200 stands. The exhibition consists of three halls: Hall I for the international book fair; Hall II for display of facilities and equipment relating to library services; Hall III for electronic media. Internet connectivity which will be soon realized will help the exhibitors get remote access to their databases world wide.
During the Exhibition, workshops will be held for the exhibitors to present their new technologies and facilities. The Hall I is sponsored by '96 IFLA China Organizing Committee, organized by China International Book Trading Corp.
