Strategic Plan
2007-2009
Mission
The Classification and Indexing Section exists:
- To focus on methods of providing subject access
in catalogues, bibliographies and indexes to resources of all
kinds
- To serve as a forum for producers of subject
access tools
- To work to facilitate international exchange of
information about methods of providing subject access
- To promote standardization, uniform
application, and interoperability of subject access tools
- To encourage, comment on and give advice about
research in the subject approach to information and to disseminate
the results through open meetings and publications
Goals
Goal 1. To monitor and provide information about current
issues and new developments in the provision of subject access to
information resources and to disseminate results of relevant
research.

Actions
1.1 Sponsor a programme for Qučbec on "Classification and Indexing
without Language Borders."
1.2 Sponsor a programme for Milan on "Foundations to Build Future
Subject Access."
1.3 Participate in the development and presentation of a Satellite
programme for 2009, "Past Lessons and Future Challenges in Subject
Access."
1.4 Include in the Section's newsletter and on IFLANET information
about current activities in the provision of subject access.
1.5 Encourage participation and contributions representing
perspectives from a wide range of countries and subject areas
Goal 2. To develop new and review existing standards and
guidelines related to subject access

Actions
2.1 Publish IFLA Guidelines for Multilingual Thesauri
in late 2007 and send to ISO and British Standards
Institution.
2.2 Issue a draft of the Guidelines for Subject Access by
National Bibliographic Agencies in liaison with the Bibliography
Section for worldwide review during 2008.
2.3 Collaborate with the Cataloguing Section in the MulDiCat
project.
2.4 Take the lead for a Division-level FRBR Working Group on
Functional Requirements for Subject Authority Records (FRSAR) and
prepare a report of FRSAR for a worldwide review during 2009.

research relating to subject access to information
resources

3.1 Encourage presentations at the Section Programmes to profile
new research in subject access.
3.2 Encourage contributions on these topics for the Section
Newsletter, IFLANET, the IFLA Journal, and International
Cataloguing and Bibliographic Control (ICBC).

and Standing Committee

4.1 Prepare and distribute the Section Newsletter twice a year.
4.2 Report on Section activities during the Open Forum of the
Division of Bibliographic Control.
4.3 Share information on the Class-L listserv.
4.4 Publish in a timely manner the Section's minutes, Strategic
plan, reports, and other documents in electronic form accessible
through IFLANET and, where appropriate, in printed form.
4.5 Provide information about the Section activities to other
professional organizations.
Goal 5. To promote membership of the Section and to seek
broader geographic representation on the Standing Committee

Actions
5.1 Target libraries that may be interested in joining the Section
using the Membership Toolkit.
5.2 Seek members and/or corresponding members from countries not
currently represented on the Standing Committee, including
appropriate committees in other library associations.
5.3 Send contacts to the three sections of Division 8: Africa,
Asia and Oceania, and Latin American and the Caribbean.
5.4 Keep in contact with the former committee members through the
Class-L listserv.
