Discussion Forum established by UNESCO for the UN World Summit on the Information Society (WSIS)

Preparations for the UN World Summit on the Information Society (WSIS), to be held in Geneva in December 2003 and Tunis in 2005, are well under way. IFLA has been involved in the preparatory process to ensure that the role of libraries in the digital age is well understood.

Susanne Seidelin, Director of the IFLA/FAIFE Office is the moderator for the Access forum, and IFLA member Danielle Mincio of Switzerland is the rapporteur for the Content issues forum. The intention is that the forums will contribute to the action plans to be considered at the second Preparatory Committee for the WSIS to be held in Geneva in February 2003. IFLA will be fully represented at this meeting.

Online Forum for Civil Society's Preparation of World Summit on the Information Society

An online discussion forum for non-governmental organizations and civil society to discuss their input in the Final Declarations of the World Summit of the Information Society (WSIS; Geneva 2003, Tunis 2005) will be held on UNESCO's website at http://wsisforum.unesco.org from 9 December 2002 to 15 January 2003.

The Forum that will be chaired by Monique Fouilhoux, President of the NGO-UNESCO Liaison Committee, will discuss eight themes: General Discussion, Access, Development and Empowerment, Content Issues, Education, Training and Research, Rights, Future Developments of Information Technologies, Civil Society in WSIS and Beyond.

The forum is open for all members of non-governmental organizations and civil society.

Proposals to be included in the drafts of the WSIS Declaration of Principles and Plan of Action that result from the Forum will be transmitted to the WSIS Executive Secretariat for submission atas a contribution to Prepcom II (17-28 February 2003).

The decision to organize the Forum was taken by representatives of non-governmental organizations and civil society at a preparatory meeting at UNESCO Headquarters, Paris, France, on 27 and 28 November 2002.

At the meeting, Adama Samassékou, President of the WSIS Preparatory Committee, highlighted the essential contributions that non-governmental organizations and civil society can make to the Summit and its follow-up.

Speaking at the Opening of the meeting, UNESCO Director-General Koïchiro Matsuura said that UNESCO is well-positioned to bring quite diverse constituencies into the Summit process and, indeed, to act as a bridge linking civil society, governments, professional groups and users.

UNESCO, he stated, wishes to ensure that the Summit addresses questions that go beyond ‘access’ in technical or infrastructural terms: "After all, the access in question is really about full access to society; more than this, it is about the capacity to influence the kind of society being generated by large-scale technological and economic forces". The desire to enlarge the Summit’s agenda to take account of important issues of intellectual and ethical debate is something that UNESCO shares with civil society. "The narrowing of cultural as well as technological divides is something we must all strive for", said the Director-General.

Un forum de discussion en ligne pour impliquer la société civile dans la préparation du Sommet mondial sur la société de l’information.

Un forum de discussion en ligne pour les organisations non gouvernementales et la société civile se tiendra sur le site Internet de l’UNESCO à http://www.unesco.org/wsis du 9 décembre 2002 au 15 janvier 2003. Il est destiné à permettre la discussion de ces acteurs sur leur apport aux Déclarations finales du Sommet mondial sur la société de l’information (SMSI; Genève 2003, Tunis 2005).

Le Forum, qui sera présidé par Monique Fouilhoux, présidente du Comité de liaison ONG-UNESCO , discutera de huit thèmes : Discussion générale, Accès, Développement et acquisition des compétences, les questions de Contenu, Education, Formation et Recherche, Droits, Le Futur des technologies de l’information, la Société civile au sein du SMSI et au delà.

Le forum est ouvert à tous les membres d’organisations non gouvernementales et de la société civile.

Les propositions formulées lors du forum et destinées à être incluses dans les versions provisoires de la Déclaration de principes et du Plan d’action du Sommet seront transmises au Secrétariat exécutif du SMSI pour soumission lors de la Prepcom II(17-28 février 2003).

La décision d’organiser le forum a été prise par les représentants d’organisations non gouvernementales et de la Société civile réunis au siège de l ‘UNESCO, à Paris, en France, les 27 et 28 novembre 2002.

Adama Samassékou, président du Comité préparatoire du SMSI, a souligné combien la contribution des organisations non gouvernementales et de la société civile était essentielle pour le Sommet et son suivi.

S’exprimant lors de l’ouverture de la réunion préparatoire, le Directeur-général de l’UNESCO, Koïchiro Matsuura, a rappelé que l’UNESCO était en position d’amener des parties prenantes diverses à s’impliquer dans le processus du Sommet et, par là, de créer un lien entre Société civile, gouvernements, entités professionnelles et utilisateurs.

L’UNESCO, a-t-il déclaré, souhaite que la question de « l’accès » ne soit pas uniquement abordée en termes de technique ou d’infrastructure : « l’accès sur lequel nous devons nous pencher est celui du plein accès à la société ; plus encore, ce dont il est question c’est la capacité d’influencer un modèle de société généré par de puissantes forces économiques et technologiques ». Ce désir d’élargir l’agenda du Sommet Mondial sur la Société de l’Information, afin de tenir compte de la dimension éthique et intellectuelle du débat est une préoccupation que l’UNESCO partage avec la société civile. « Nous devons tous unir nos effort pour réduire, non seulement le fossé technologique, mais aussi celui qui sépare les cultures » a-t-il conclu.
